Grays Harbor County recognizes and seeks to protect the public health and safety, prevent the degradation of ground water aquifers used for portable water, and to provide for regulations that prevent and control risks to the degradation of ground water aquifers in the county. Aquifer recharge areas, commonly referred to as "CARA", are those areas with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to ground water aquifers. 

A person seeking to develop within a critical aquifer recharge area may be responsible for providing a critical area report (GHCC 18.06.450).
